# RANKS & COMMAND AUTHORITY


### 1. CHAPTER: GOVERNANCE AND THE CHAIN OF COMMAND

  • (a)The Command Group (Headquarters)
    • (i)Governor: The Commander-in-Chief (CiC). All powers stem from the Governor, the Law, and the Constitution of the State of Ridgeway.
    • (ii)Adjutant General: Rank of Major General (MG). Secretary of the Defense Department; leads the National Guard and the Command Group.
    • (iii)Deputy Adjutant General: Rank of Brigadier General (BG). Deputy Secretary of Defense; assists in leading the National Guard and the Command Group.
    • (iv)Assistant Adjutant General(s): Rank of Brigadier General (BG). Assistant Secretary of Defense; responsible for overseeing a section within the National Guard.
    • (v)State Sergeant Major of the Guard: Rank of Command Sergeant Major (CSM). Highest enlisted appointment in the Guard.
  • (b)Command Authority and Delegation
    • (i)Delegation: Authority flows downward from the CiC. A subordinate executing duties carries the expressed authority of the superior who assigned the task.
    • (ii)Non-Interference: Only those within the specific chain of command, those ranking higher than the original issuer, or those carrying the authority of a higher-ranking officer may exercise authority over a delegated duty.
    • (iii)MP Exception: All command authority is subject to the Enforcement Supremacy of the Military Police during active investigations or enforcement actions (Chapter 7).

### 2. CHAPTER: MANDATES (ORDERS, REGULATIONS, AND POLICIES)

  • (a)Definitions and Validity
    • (i)Classification: A mandate is defined as any directive, instruction, regulation, policy, command, or mandate. A Regulation is formally classified as a type of Order.
    • (ii)Legal Standard: A mandate is only valid if it complies with the Constitution of the State of Ridgeway and State Law. Any mandate contradicting higher-level regulations or established state policy is invalid.
    • (iii)Nullification: A mandate is voided if: (1) Found illegal/unconstitutional; (2) Overridden or revoked by a higher rank; (3) Rescinded by the issuer; or (4) It reaches its expiration date.
  • (b)Hierarchy of Restrictiveness
    • (i)The Restrictiveness Rule: Specific Regulations or Orders may be more restrictive than general Guard policy. In cases of conflict, the more restrictive provision prevails unless a written exemption is granted by a higher authority.
    • (ii)Modification: A mandate may only be amended to be less restrictive if the new issuing authority holds a higher rank than the original issuer.
  • (c)Rights and Exemptions of the Issuing Authority
    • (i)Inherent Modification: The issuing authority retains the perpetual right to amend, modify, or rescind their own mandates at their discretion.
    • (ii)Sovereign Immunity: Unless explicitly stated otherwise within the mandate’s text, the issuing authority is exempt from the restrictions and requirements they have set forth for their subordinates.

### 3. CHAPTER: HEADQUARTERS DETACHMENT STAFF (G-STAFF)

  • (a)Functional Roles (The "S-Shops")
    • (i)G-1 (Personnel): Led by a Captain. Manages personnel, replacements, discipline, morale, and awards.
    • (ii)G-2 (Intelligence): Led by a Captain. Primary security advisor; handles intelligence briefings and security clearances.
    • (iii)G-3 (Operations): Led by a Captain. Coordinates day-to-day and overall Guard operations, training, force protection, and emergency functions.
    • (iv)G-4 (Legal): Led by a Captain or a Civilian, provides legal guidance, assistance, and knowledge to the National Guard.
  • (b)Scope of Staff Authority
    • (i)Functional Authority: When on official duty and within their shop’s scope, G-Staff act with the expressed authority of the CoS, AG, and AAG.

### 4. CHAPTER: UNIT ORGANIZATION AND BILLETING

  • (a)Structural Integrity
    • (i)Controlled Designations: Unit sizing is dictated by the 301st Infantry BDE, 127th CSB, and the 164th MP BN. Creating roles outside this schedule is prohibited, unless expressly authorized.
      • (ii) 301st Infantry BDE: Capped to 120 personnel, composed of;
        • 1st Infantry Battalion; (102 Personnel)
          • Two Companies; (50 Personnel each)
          • Four Platoons; (24 Personnel each)
          • Eight Squads; (11 Personnel each)
        • SFOD-B 2110 (CO); (15 Personnel)
          • One Platoon (12 Personnel)
          • Two Squads; (6 Personnel each)
      • (iii) 127th CSB: Capped to 33 personnel, composed of;
        • 186th Training Institute (BTLN); (15 Personnel)
          • One Company; (13 Personnel)
          • One Platoon; (11 Personnel)
        • 27th Military Intelligence Detachment (CO); (3 Personnel)
          • Detachment Commander, Detachment XO, Detachment SNCO
          • All other positions are auxiliary and do not count towards the cap.
        • 3rd Public Affairs Detachment (CO); (9 Personnel)
          • One Squad; (7 Personnel)
        • Quartermaster Corps (PLTN); (6 Personnel)
      • (iv) 164th MP BN: Capped to 45 personnel.
        • 23rd Military Police Company; (30 Personnel)
          • Two Platoon’s; (14 Personnel each)
          • Four Squad’s; (7 Personnel each)
        • 91st Military Police Investigations Company; (15 Personnel)
          • One Platoon; (12 Personnel)
          • Two Squads; (6 Personnel each)
    • (ii)Tactical Deviations: Authorized only below the Squad level (e.g., fireteams).
  • (b)Leadership and Billet Ranks
    • (i)Brigade: Commander (Col), XO (LTC), SNCO (SgtMaj).
    • (ii)Battalion: Commander (Maj), XO (Cpt).
    • (iii)Company: Commander (LT), SNCO (SFC/1SGT).
    • (iv)Platoon: Leader (2LT), NCO (SSG).
    • (v)Squad: Leader (Sgt).
  • (c)Authorized Billets
    • (i)Command Slots: Brigade (Cmdr, XO, SNCO); Battalion (Cmdr, XO); Company (Cmdr & SNCO); Platoon (Leader & NCO); Squad (Leader)

### 5. CHAPTER: SPECIAL NOTATIONAL UNITS

  • (a)SFOD-B 2110: Company level command, XO of 2LT is allotted.
  • (b)164th MP BN: The rank of Colonel is authorized for the Battalion Commander.
  • (c)91st MPI CO: An XO of 2LT is allotted.
  • (d)27th MI: The rank of Captain is allocated for the CO; First/Second Lieutenant for the XO; and First Sergeant for the SNCO.

### 6. CHAPTER: MILITARY POLICE SPECIAL AUTHORITY

  • (a)Enforcement Supremacy
    • (i)Temporary Superiority: During active enforcement or investigations, an MP holds superior authority over the subject, regardless of the subject’s rank.
    • (ii)Lawful Orders: Subjects must comply with MP orders during an investigation as if they were issued by a superior officer.
    • (iii)Command Suspension: The subject’s authority over the enforcing MP is suspended until the action is concluded.
  • (b)Operational Chain of Command
    • (i)Independent Chain: While investigating, MPs fall only under the MP chain of command (Specific Unit up to 164th MP BN Leadership and Headquarters).

### 7. CHAPTER: RANK STRUCTURE AND DEFINITIONS

  • (a)Classification
    • (i)Commissioned: Governor (CiC), GO (MG, BG), FGO (Col, LTC, Maj), CGO (Cpt, 1LT, 2LT).
    • (ii)Enlisted: SNCO (CSM, SgtMaj, 1SG, SFC), NCO (SSG, SGT), JNCO (CPL), Soldiers (PFC, PVT, RCT).
  • (b)Core Definitions
    • (i)Commander: Officer-only (Company+). Holds legal responsibility for unit success/failure and the welfare of its members.
    • (ii)Leader: Behavioral role; any rank can lead through action and influence.
    • (iii)Commander Tiering: The first official "Commander" begins at Company level. Platoon Officers are "Leaders."
  • (c)Rank Restrictions
    • (i)Rank & Billet Requirement: Due to budget constraints, all ranks of Sergeant and above are to be held with their corresponding billet, unless expressly authorized by Headquarters, all exceptions will be noted in this OPREG.
