STATE OF EMERGENCY

1.Deployment Authority

(a)The Governor of Ridgeway, or their designee, holds the authority to declare a State of Emergency, authorizing the deployment of the Ridgeway National Guard.
(b)Such a declaration may be made in response to any significant threat or situation, including threats from groups identified as terrorist organizations. The Governor or their designee retains the discretion to declare a State of Emergency based on any event or situation occurring within the state that impacts the safety and security of its civilians or emulates that of a situation in real life.
(c)Upon such a declaration, and with subsequent deployment orders from the Governor, the Ridgeway National Guard is authorized to deploy with the aim of restoring order or maintaining peace.

(a)In response to the State of Emergency, all guardsmen are authorized to depart the base with a full combat loadout to support law enforcement officers around the state.
(b)Guardsmen must travel in groups, maintaining combat effectiveness and their safety.
(c)Guardsmen must adhere to the commands of superior officers and maintain discipline to ensure the success of the deployment.
(d)The command to return to base, if necessary, rests with the highest-ranking guardsman present or a member of the military police.
(e)All guardsmen are to comply with state laws and are forbidden from engaging in vehicle pursuits unless they are a member of the military police or explicitly authorized in the context of the deployment order.

(a)The Strategic Forces Unit is responsible for the creation and update of operational plans to address the state of emergency deployment, ensuring the Guard's preparedness for an effective response.
(b)These operational plans are tailored to the specific reasoning behind the emergency and the nature of the deployment.
(c)Adherence to the operational plans drafted by the Strategic Forces is mandatory for all guardsmen and those involved in the State of Emergency response efforts.
