MANDATORY REPORTING

1.MANDATORY REPORTING
- (a)Upon the issuance of a Governor-ordered deployment, all guardsmen of the Ridgeway National Guard, regardless of any other department or agency they may concurrently serve in, shall report to and join the Ridgeway National Guard team for the duration of the deployment.
- (b)Guardsmen shall be afforded a reasonable window of time from the issuance of the deployment order to disengage from any other department or agency and report to the Ridgeway National Guard team.
- (i)What constitutes a reasonable window shall be determined on a case-by-case basis, having regard to the guardsman's circumstances at the time of the order.
- (ii)This window shall begin from the time the deployment order is announced in the appropriate Guard communication channel, or from the time a guardsman is otherwise notified, whichever is later. (iii) This also applies to guardsmen who join the game during a deployment order and are on a different team.
- (c)The Ridgeway National Guard shall take precedence over any other department, agency, or organisation during the period of an active Governor-ordered deployment.
- (i)This includes, but is not limited to, civilian law enforcement agencies, other state departments, and any businesses a guardsman may hold a position within.
- (d)If a governor-ordered deployments lasts longer than 72 hours (3 days), guardsmen will no longer have the requirement of mandatory reporting.
- (i)The Governor and the Adjutant General, in dire circumstances, may jointly issue an order extending the mandatory reporting requirement beyond the 72-hour threshold.
2.EXEMPTIONS
- (a)Headquarters shall have the authority to reasonably issue an exemption to this regulation, on a temporary or standing basis.
- (b)A request for exemption should be made to Headquarters as soon as practicable, and any exemption granted shall be recorded.
- (c)Guardsmen who are in an academy phase in another department, agency, or organisation shall be permitted to join that department or agency team for that purpose only.
- (i)After the academy phase has concluded, guardsmen must report to the National Guard team.
3.VIOLATIONS
- (a)A guardsman who fails to report to the Ridgeway National Guard team within the window prescribed in Section 1(b), without an exemption granted under Section 2, shall be in violation of:
- (i)OPREG 3003(i) ["Absence Without Leave"], a Type II offense; and/or
- (ii)OPREG 3003(c) ["Failure to Properly Uphold Duties"], a Type II offense.
- (b)Repeated or wilful violations of this regulation may be considered an aggravating factor in determining appropriate disciplinary action.
